Depending upon the defined fund objective, variants of Dow Jones ETFs exist and each may work in their own defined manner. One type of ETF may simply replicate the investments in the 30 constituent stocks of the Dow Jones index. Such an ETF is expected to generate returns almost similar to the returns by Dow Jones.
